RaTA Training Workshop in Hanoi

The workshop aimed to exchange information and experience in implementing RaTA between REALU project's site countries including Vietnam. The concepts, knowledge and methodology used throughout the workshop were mostly taken from the book "RaTA: A Rapid Land Tenure Assessment Manual for Identifying the Nature of Land Tenure Conflicts" developed by the World Agroforestry Centre (ICRAF) South East Asia in Indonesia in 2010 and the realistic experience in implementing REALU project in each country.
During the three-day training workshop, many topics related to RaTA have been discussed and presented by the participants. They are: linking tenure and natural resources , Rapid Land Tenure Assessment, collecting and analyzing data on tenure system, identifying tenure system and the users of natural resources and their utilization, relevant policies and legal pluralism, and power analysis.
The term "RaTA" is the abbreviation of Rapid Land Tenure Assessment for identifying the nature of land tenure conflicts . Land tenure conflicts arise from perceptions and the different interpretations that people give to their rights over forested land and resource. Unlike other guidelines that only identify existing land tenure systems and general, RaTA explores competing claims among different actors, who hold different rights and powers, as these competing claims are often related to competing or changing land tenure policies, developed in different historical periods and for various purposes. By using policy study for analyzing the roles of policies in the land conflicts and competing claims, RaTA can provide policy options, and intervention is offered as an alternative solution to settle the land conflicts.
